Open the frame you chose. Copy and paste onto the canvas as a new layer. Rename this layer Frame.
Take your magic wand tool and click once inside the frame. Selections > Modify > Expand. Expand selection by 2 pixels.
On your materials palette choose a light and dark colour from your tube. Make a gradient using foreground background with these settings;
Make the backdrop layer the active one and floodfill inside the selected area with your gradient.
Keep Selected.
Still on the backdrop layer go to Effects > Distortion Effects > Ripple. Apply with these settings;
Reapply the Ripple Effect changing the settings to these;
Selections > Select None.
Image > Resize. Resize by 125% with Bicubic resample all layers unchecked.
Activate the Frame layer and click once inside with your magic wand. Selections> Modify > Expand.
Expand the selection by 4 pixels.

Resize by 85% with Bicubic Resample, all layers unchecked. Repeat on the Backdrop layer.
Activate the Flux layer. Take your freehand selection tool and set to this:
Click around the image fairly close to the edge - similar to this;
You need to be on close to the edges so that your flux layer will blend neatly.
Hit invert.
Now hit delete a few times until you get something like this;
Selections > Select None.
Image > Resize > Resize all layers by 85% with bicubic resample all layers checked.

Right click on the duplicated embellishment. Merge > Merge Down.
Apply the following Inner Bevel;
Move this layer down between the Flux Layer and the Backdrop layer. Lower the opacity to around 72.
Apply the following drop shadow;
Activate the frame layer again.
Open one of the bows from the scrap kit. Again, duplicate and close the original tube. Colourise to match your tag and then paste onto your canvas. You need to get the bow to fit inside the frame layer so resize it down until you have only a little left over the edge of the frame.
Now take your selection tool set to rectangle and carefully line up to the edge of the frame.
Hit Delete to get rid of the excess and deselect. Repeat on the other side.
Now we need to add a drop shadow. Set to these settings making sure that shadow on new layer is checked;
Move the bow shadow layer below the frame layer in your layers palette.
Open up your snowflakes. Copy and paste onto the tag and resize so they fit neatly at the side. Once you have all of them in place and to your liking close off the other layers and merge the flakes together. (You can use the merge down trick instead if you want!)
Rename this layer flakes and make sure it is at the top of your layer palette.
Go back to your tube and paste it at the right of your tag. Resize to suit.
Apply the drop shadow we used on the bow to your tube but uncheck the shadow on new layer box!
For the text select a christmassy font size 30. I used Base Christmas on my tag. Apply to the tag "Merry Christmas" (Or whatever you want it to say!) and position within the frame. Reapply the inner bevel and then the drop shadow we used on the tube changing the shadow colour to white.
Now add your name at size 48 and repeat the inner bevel. For the drop shadow use the same settings but change the shadow colour to match your tag - I used #800000.
Resize your text to suit.
You can leave it there if you want to, just resize it to suit your taste,crop off any excess white background, save as a jpeg and you are done!
If you want to animate the snowflakes then read on!
Close off the snowflakes layer and merge all layers visible. Make the flakes layer visible again.
Duplicate the flakes layer 3 times so you have a total of four. Rename them flakes 1, flakes 2, flakes 3 and flakes 4. Close off layer 2, 3 and 4 and activate flakes 1.

Apply with these settings.
Activate flakes 2 and make visible. Reapply Bright Noise again only this time click mix once.
Activate flakes 3 and make visible. Reapply Bright Noise hitting mix twice.
